It takes too long (years) organising something, NHS, Passport Office, Fire Control Rooms, etc. Then abandons them costing 100s of millions of pounds.
They will never learn because they let these quangos and civil servants medal whilst waiting for their pensions and knighthoods. In the meantime India who have seen the light will bounce past UK and become a powerful country as their infrastructure gets underway.
